A few years ago, national housing policies promoted and benefited the territorial expansion towards the sides, the low cost of land opened a new opportunity for developers and buyers a growth towards low-cost land for having an agricultural production vocation. Large areas were obtained at low cost. 

Cities have been facing a housing deficit for some years, phenomena such as migration and population growth, occurred at a speed in which the city by itself was not able to offer affordable supply for the new inhabitants. Governments, and especially Latin governments, belatedly faced these phenomena by drawing inspiration from the American model of the city, in which the city was enlarged and connected by means of vehicular roads, creating suburbs and decentralizing the city. 

The lands where the suburbs were developed were mostly used for agriculture, but also as land reserves for the municipalities, which in the business business model was an opportunity, large territorial spaces at low cost, services and connectivity would be provided by the state. Governments found here a strategy to mitigate the deficit of affordable housing, low land costs, a new urban layout, donations of subdivisions to the municipality are some of the benefits of new cities.

These are some of the factors that triggered public policies that for many years promoted and benefited the production of low-cost housing.

American cities had a horizontal growth beyond the city limits as a result of low land costs, where more space is obtained with a dream of better conditions.
